Depends on the duty of the cutter, what is being cut and how fast. Most cutter specs give recommended PTO HP ranges for particular models. The recommendations tend to be a bit conservative, because manufacturers don't want people buying their products and then not being happy with them.
Generally, there is a rough relationship between PTO HP and rear wheel spacing. Implement manufacturers take advantage of this relationship. Implements that just cover the rear tire tracks are usually about right. However, rotary cutters are complicated since they come in different duty grades. Generally a heavy-duty cutter that covers a compact tractor's tracks will require far more HP than the tractor has. On the other hand, many standard duty rear blades require less HP/traction and wider blades work OK. The weight of a cutter that’s big for the tractor should be checked to see if it’s too heavy for the 3ph.
