You need a new float needle in the carb.................Take the carb off and take the bowl off. Turn the carb upside down and look at the float, if it dips down in the front the needle is worn out. ....

First place I'd go is the carb. It has a float in it that if stuck will allow it to flood. Try that for a start. Do you have spark? Try putting the 'dry' plug in the cap and with the threads grounded, turn it over and see if you get spark.
If not check the wires under the cover under the seats, this a perfect place for rats (or other things) to eat those wires. If they are disconnected, you won't get ignition. Every one that has been sitting and doesn't start has these wires eaten.

It (The carb)will probably benefit greatly from a jolly good clean out.
You need to take out the jets and blow it with compressed air. There may be some white deposits of corrosion in the bowl. Clean it out thoroughly. Given its age and the fact that you need to go to a certain amount of trouble anyway, it's worth spending a little money to replace the needle valve and the float. Also the float bowl seal. ....
