They will lock both directions, so maybe you have to turn it clockwise to unlock it. But probably the lock collar is froze to the flange and a cutting tourch is the tool of the day, or maybe some Deep Creep or Blaster and let it set awhile. ....

Thanks for your answer Is there something inside the locking collar that can be held to help brake it loose from the flange as I said the whole thing just turns on the axle I have tried clock wise and counter clock wise. Or as you said maybe just heat the darn thing up to loosen it if so do I heat the whole thing or just locking collar.I have never seen one of these things before and it has me at a loss.
thanks for your help ....

I don't think there's any way to hold the flange while turning the collar. The collar is slightly oval shaped and when you turn it right or left on the flange it binds up and holds the bearing on the shaft. The set screws are to hold the collar in place on the flange. Sometimes the collar fuses or rusts itself to the flange and it won't unscrew. Maybe you could hit the collar with a cold chisel and jar it loose or maybe even split the collar. ....

I think I may have gotten it wrong. I think the flange is oval instead of the collar. Same idea and same result though. ....

Any sealed bearings I've dealt with have the flange on the bearing and the locking collar both cut to an eccentric that clamps them together locking the bearing on the shaft.
Worse come to worse depending on whether you need to save the bearing and what is directly behind the bearing an acetylene torch makes short work of them. Usually you can do it so quickly that the shaft and anything behind seldom gets too hot. Just blow thru the seal on the side of the bearing than peel the inner race and locking collar right down to the shaft in a couple places, fifteen seconds tops. If it is a smaller shaft size, 2 in. or smaller the sealed bearings are too cheap to spend much time saving a used one. ....
