Todd: I couldn't get the reply to your message working. But then, maybe I haven't got anything very useful to say.What you describe does sound like an assembly problem. The hitch on my Ford 1710 goes all the way to the ground, and I'd be surprised if all 3ph's didn't do that. Unless the hitch arms can lower, an implement can't float. The blower may be able to be mounted on the level, but as soon as the tractor crests a hill, the blower probably would lift.From the description, some of the rest of the hitch linkage may be out of adjustment as well. However, one easy thing to do is to look for scribe marks on the rockershaft ends. Common practice in disassembly is to scribe reference marks across splined shafts and collars. If mismatched reference marks are present, then you might try matching them up and see how it works. Other than that, I'd get a manual and pretty much go through the re-assembly and adjustment procedures.
