Have chance to buy 1998 1925 but the rear pto quit working is this a problem that happens on this tractor, how hard is it to fix. I buy it for 8,000 with loader it lookes like new and only has 500 hrs on it.

There aren’t many comments about 1925's, but I haven't heard of particular PTO problems. The difficulty of buying any tractor with something broken is that is hard to know how much repairs are going to cost so it's hard to know how much they're worth.
Repair costs for an undiagnosed PTO problem could range from little to big, but most likely would be sizable. Splitting the tractor could be required, which would take quite a bit of labour. Diagnosing a particular problem before making an offer would be good.

I have 2 1925 tractors I bought new. One sees heavy use with brush hogging and tilling. The other has an easy life of finish mowing. The pto on both went out within 3 month of each other. Cost to fix was about $600 each. The factory said I should use an over ride clutch which I bought and installed on each. ....

Good info. I guess that 1925's don't have a 2-stage clutch for a live PTO or an over-running clutch built into the TX, or they were available as options. I hope the external over-running clutches cures the problem and that you're otherwise happy with the tractors.
My 1710 has live pto, which was available as an option. The standard non-synchromesh 12 x 4 TX has a built-in over-running clutch.
