JD 4200 PTO Brake Problem

I've got a JD 4200, 4WD, Hydro, with 20 hrs on it. When using my JD 513 field cutter (also new), the blades make a loud "clunk" when the PTO is disengaged. When re-engaging the PTO, one or both of the blades remain stuck against the stump jumper and don't swing freely. I have to crawl under the field cutter and pull the blade(s) out by hand. After several days of checking, my dealer now thinks the problem is in the PTO brake. That it's too tight and causing the blades to stop too quickly. Has anyone heard of such a problem? Does it make sense? Thanks for any input-FYI - The dealer has been very responsive. I glad I found a good one!

Disengage PTO slowly and you can feel a neutral then cont. to disengage . You con feel the brake engage. also when hooking up PTO put inneutral to rotate shaft to line up. ....
