Before blaming the starter check the battery, cables, and your use of the decompression control.

A little black smoke at startup could be normal, indicating unburned fuel. Or blowby, maladjusted valves, or other things. I'd check the fuel and throttle systems first.

(It's a "YM1500." Zen-Noh is just the original owner, and all 1500s have the same 2-cyl engine.)

Before you get into anything too complicated, remove the air filter. Start and run the tractor without the air filter temporarily. If the black smoke problem goes away, simply install a new/clean air filter.

My 2002 has a kill cable. One time I left it partially pulled. The tractor cranked with black smoke and had no power. Yours may not have a kill cable. I wonder how long the tractor ran with a catalytic converter as a muffler. Was the converter seemingly stopped up? Any difference after removing it? ....

A little water in the bowl won't hurt -- that's what it's for -- but sounds like this machine was pretty beat up. So once the engine is running I'd change fluids, lube, and check all around. ....

New filter won't hurt, but water may be a red herring. Don't know about your engine, the "bowl" on mine had a drain at the bottom. If/when I saw water, I'd just open the drain until only diesel fuel came out.
