My problem was that the wheel would not lock in any position.I could tilt the wheel to any position but as soon as I let go of the wheel it would go to the full up position. Guess what...I fixed it!!! I took the side panels off and hit the top cross pin connecting the shock with a hammer a few times and bingo! The little actuator pin on top of the shock was stuck. I had sprayed it with WD40 a week earlier. I don't know if that made any difference.
