I don't know the tractor but a little more description about what it's doing and we might be able to come up with some suggestions. That model Yanmar may have a creeper on it so there'd be an extra lever that's not familiar to many owners.

On most gear tractors with mechanical engagement it's just a matter of clutching the tractor at idle rpm and pulling the 4wd lever up. Sometimes on my Ford I have to engage the clutch again slightly to reposition the gears so it will engage easily. A dragging clutch may prevent easy engagement. Many manuals call for around an inch of clutch pedal free-play. Too much and the clutch won't completely disengage. ....

The shift lever is on the left side of the clutch housing. If it does not move the FWD in & out , you may have a bad shift fork or internal lever. I have manuals & parts for the YM195. ....

I have a 240D,
and if the low speed shifter (on the right just under the seat) is not up or down all the way the tractor will not move, it sorta stays in a netural.
Try this pull the 4wd shifter back all the way, push in the clutch, start up the tractor put it in 1st gear then as you let out the clutch pull up (easy) on the slow speed shifter if you hear it grinding a little push in the clutch and pull the slow speed shifter all the way up or all the way down depending if want to go fast or realy slow, then stop, clutch in and put it in 4wd. always stop before changing gears.
You really didn't give enough info on this problem, you my already know all of this!
