I am putting in a new lawn with seed and had read earlier about mixing topsoil,sand and peat in a 60/30/10 ratio which I think I will do.
My question is what type of sand is suggested as I was told at the pit that there is a coarse(concrete) sand and a fine(mason) sand.
Also my base is more or less shale and was planning on using 6 inches of this mixture as it will compress to some degree as it settles. Is this enough?

You are on the right track, but the raatio depends entirely on what the topsoil is like.
It's best to have some sort of analysis done on the topsoil, usually your County Extension Agent will do it, probably for free or close to it.
If it needs anything amending it during the screening process is certainly the easiest.

What is a good way to break some of it up into fine dirt? ....

Chain link fence material.
Get a length of chain link fencing long enough to cover the opening of your bucket twice and using tie wire, fasten them together in such a way that the openings in one section cuts the openings in the second section in half.
Scoop up a bucket of dirt, put the chain link fencing in front of the bucket and chain it in place, then slowly start to dump, as you do the dirt will be forced through the small openings and dbris or rocks too big to go through the openings will remain in the bucket so they can be seperated.
For smaller amounts you can either make the fencing into a table-top like structure, or suspend it in a frame like a swing set and sift with it.
