Ford 4000 Hydraulic Lift Problems

I have 1964 Ford 4000 gas burner. The lift works but does not raise my implements very high, (bushog maybe 12 inches of the ground). Also, I only have to move the hyd control lever maybe an inch from the full up position for the implement to go all the way down, likewise from the full lower position I have to bring the control lever all the way up to about an inch from the top before it starts to raise. Is my problem in the hyd pump or in the hyd controls. I know very little when it comes to the hydraulics on a tractor but would like to fix this problem. Also, when fully raised and tractor is running, the lift is constantly jerking slightly as if something is leaking and if you stop the engine with the lift up it will leak down fairly quickly. I realize it will leak down over time but it only takes a few minutes without the engine running. Is this related to my other problem and if so any suggestions? I think 4000's have draft control hitches, which is something I've never used.

Awhile back I took a quick read about them in my Ford 1710 repair manual. As I understand, the position control lever sets the maximum height the hitch will raise when the control valve is activated, and the draft control lever sets the constant draft depth at which an implement will work.

Maximum height may not be achieved if the linkages are out of adjustment or if both operating levers are not full up. I can't help with adjustment procedures, but I think I'd ensure the adjustments are OK first--at least adjustments are easier to fix than o-rings. Yesterday's tractors (ytmag.com) fields many questions about 4000's. You'd probably get a more detailed answer there.
