I have a yard Hydrant that has no water coming out ,sometimes water does come out but usually no water can this be fixed without changing it out?

To me that seems you have an issue before the spigot. A cut off valve that is being opened and closed for some other reason or is open just a little letting pressure slowly build and when first turned on it will run a few seconds and then stops. Could be a pipe corroded or mashed by heavy equipment or such.
Most likely you are able to remove the valve part of the spigot by unscrewing a nut under the handle, if it has pressure on it to there you will get wet..so unscrew slowly. ....

The original poster was talking about a Yard Hydrant, I the bungling moderator changed it to a Spigot, and now back to hydrant after I rethought this out and corrected it back to Hydrant. ....

That's not a pump, although it is shaped like one.
The small rod attached to the handle moves the valve which is located safely down-hole where it cannot freeze.
If the water flow is erratic, there could be sediment built up around the valve.

We have a few around here but not many. One problem here is our soil often will not let them drain. The packing that controls the water is in the ground correct? ....

Yes Kenny, the valve and drain back port are 4'down.
In heavy clay-based foil you need to lay them in a bed of gravel or sand to allow for drainage around the valve body.
