Tom, thanks for the suggestion. The problem was in the flow control valve. The valve was not turned fully clockwise. We removed the seat, and relieved pressure on the valve by removing the plug. This allowed the hitch to lower. With the plug removed we manually lifted and lowered the three pt hitch. this flushed the flow control valve. After changing fluid and filter, reassemble all works well.
