Brother-inlaw using my NH1920 with 350hrs just called said the 3-pt hitch was stuck in up position with brush-hog attached. Any suggestions?

The flow control valve may be closed or barely open. That happens to me on my 1710 if have the flow adjusted for slow with a heavy implement and then take off the implement. ....
