I have a 1533 with electric clutch . do I need an overiding clutch to bale hay with older new holland bayler ,I am having problens at the pto shaft at baler have fixed that but still having problems with bolt holding shaft spinning out ?

It would surpise me if your tractor did not have a built in over running pto. Think they are required on tractors built for the US. If you don't have a over running pto a rough cut mower should push it with you try to stop wheel travel.
Your pto shaft is smooth with a shear bolt correct? If so, are you sure you are using the full diameter and the proper grade of bolt? If you are are you sure there is nothing binding in the baler? Just thought about your electric clutch, does it shear the bolts when you are engaging the pto or while running? Is there any way to feather the pto engagement if shearing then? Look in your manual. Also if shearing the bolt then are you engaging it without load on the baler and at low engine rpm? If there is no way to feather the engagement and you are doing so at high engine rpm would not surpise me for something to give.
Your tractor pto is 540 rpm, correct? ....
