When I raise the 3pt it hiccups, lowering about 1" then up again...and back down...is this a seal problem, and if so, how hard is this fix?

Do you have draft control? If so adjust it to stop it. ....

I've heard that a hole in the lift piston or a bad seal will also cause that. ....

buy a rebuild kit for your lift cover.easy job.probably an oring.just make sure lift the cover off straight.there is one steel tube you dont want to bend.replece all orings ....

My father in law had a 61, Ford Workmaster 601. Per the local Ford dealership and another Ford dealership there was a problem with his model tractor. There was so many of the "hiccups" per minute they said was acceptable and if less than that DO NOT attempt any repair. The number I am not sure of but it was like 20 or more per minute. A number that surprised me. Now, the hiccup it had was not large or pronounced but a major issue with such as cultivators. A big enough issue that here (then Ford Country) they developed a slide set up to bolt onto cultivators to keep them steady when plowing. Have no idea if that problem was common to the first Model 3000 Fords. I would try to find an OLD Ford mechanic if possible.
Could be all the advice given already is correct and the problem was fixed with the 3000 model. kt ....
