bleeding air out of fuel lines on Shibaura S700D

HI,
I am putting this little diesle tractor together, and the lines have air in them. I can get it to start with some prompting, but it cuts off. How do you get the air out using the little drain cock, that leads to a tube. I play around with it, but I can't seem to get fuel to drain out of it, which means I am doing something wrong. Please just give me the basic steps.
