I have a 400AN it ran out of fuel when I was on a hill my priming pump was bad so I replaced I cracked all the injector to bleed air after I topped off all fuel filters. It still wont start can not seem to get fuel to bubble out of the injector pump I was wondering if I ruined the pump or if there is some trick I need to do. Thanks!!

I doubt you ruined anything. You still have air somewhere in the system. Start from the tank, to get fuel flow to the filters, then flow out of the filters, etc. Then crack the injector lines at the injector end and crank the engine till you get fuel without bubbles. Tighten the injector lines and it should start.
I don't have a Belerus, but 99% of all diesel engines work the same.

I agree with Frank's comments above.
The only other thing I would add is those Russian tractors are tough old things but they can be fussy to start at the best of times.
A neighbor had one and the only way he could get it to start after running a dry was to started by spraying WD-40 Into the intake using it as starting fluid then keeping it running on that long enough to purge all of the air out of the system.
Most engines only turnover barely fast enough on the starter to catch even when everything is perfect.

Thanks guys I have tried all I could to get air out my problem is tracing it back I have fuel at the pump but wont come out of the injectors will keep trying thank you for the help. ....

Often when you run a tank to empty, or even close to it, you get debris from the bottom of the tank trying to go down the fuel line, check yours is clear. Ditto when you touch the fuel filters, often you dislodge some junk.
The fuel injector pump is gravity fed, it wouldn't take much to clog the line enough to prevent enough fuel flowing to the pump.

i would Take the plunger out of the liftpump and inspect the 0 ring on it for wear.
It can also be that the check valves in the lift pump are leaking or one of the valve springs is broken.
A full tank or Presurizing the tank with compressed air will help getting fuel to flow to facilitate bleeding but a non or poor working liftpump is bad medicine for the injectionpump.
To keep a injection pump healty and cool it needs fuelpressure when in operation and more fuel than the engine demands,exess fuel is recirculated via the injector return lines back to the tank. ....

I can't say I've ever seen a lift pump on a tractor like this. The tank is mounted a little higher than the engine & pump so supply is strictly gravity feed.
That being said, it doesn't take much to restrict the flow either.

Must be a small model not to have a liftpump,most(bigger) tractors do.
That being said,there should at least be an internal transfer pump in the injection pump with a small fine mess filter in or on the fuel inlet fitting or just behind it as "last ditch" stop to catch debrie.
It may be plugged. ....
