PTO drives 60" mower without issue. However with rototiller or brush hog in heavy use will slip before lugging engine. will loose 200 or 300 rpm but then no more. It surely isn't designed to do that?

It most certainly isn't designed to do that.
What you are experiencing is the PTO clutch slipping, be very careful too, it only takes a couple of minutes of doing that to seriously damage the clutch.
Any time you're running something like a bush hog, rototiller or snowblower you should always have a slip-clutch on the PTO shaft to protect the tractors clutch from exactly what you are now seeing.
I would highly recommend you get the tractor into a shop before you use the PTO anymore and have them check, and if possible adjust, the clutch.
