I was given a Sears Lawn and Garden (6 HP Techumsh) Shredder-Bagger. I've rebuilt the carb and it cranks and runs for a second. I don't know much about governor linkage and springs, so photographed and re-installed spring and linkage the same as I found it. Something tells me they are not right. Please take a look at my picture link. I've color coded below and on picture so you can communicate back if something needs to be changed.

also id and setting of 3 jets shown in pics needed.

any help is appreciated.

Plate on shredder housing 242-28566
Engine plate 143 226322
I’ve color coded items known
governor green
spring blue
linkage pink
throttle yellow
unknown orange
unknown purple
unknown red

I recently was given the same shredder as yours for adjusting the carb on an old Kohler 10 HP lawn tractor! I rebuilt the carb, replaced the air filter, changed the oil, cleaned the spark plug and shredded 26 bags of leaves. I need a gas tank, this one is cracked from being stored outside in the sun. It looks like you may have the idle and main adjusting screws reversed. Do you have a picture of your carb without the paint colors so I can see the linkage holes?

Here are the IDs of your color dots:

Purple is the choke
Red is the govenor throttle linkage
Orange is the kill switch lead. That wire down by your air filter goes there. When you slide the throttle level all the way back it should ground out the points and kill the engine.

There are 4 adjusting screws:
1 is the govenor speed adjustment
2 is the idle speed adjustment
3 is the idle mixture adjustment
4 is the high speed mixture adjustment

Remove the idle and main mixture adjusting screws.

The idle screw is knurled and smaller in size with a pointed tip. Install it in the left hand screw hole. Screw it in lightly until it bottoms out and then unscrew it 1 1/2 turns.

The main screw should be the one with the larger screw head and have a blunt tip. It goes in the right hand screw hole. Screw it in lightly until it bottoms out and then unscrew it 1 1/2 turns.

When you rebuilt the carb did you replace the o-rings behind the mixture adjusting screws? If they are worn or cracked the engine will draw air in through them and run lean.

The engine should start and run if all else is good. Warm it up and perform the final idle and main mixture adjustments.
