I am repairing a 970 John Deere Tractor. I have removed the lower oil pan and took all bolts out of upper pan that surrounds the balancers in including two back bolts but the pan will not drop down. Any information is welcome

Did you stick a flat blade in the gap and twist it?...it could just be sticky gasket material holding the two pieces together ....

First, is the engine out of the tractor? The upper pan is bolted to the frame. It is what holds the engine to the front of the tractor. If engine is out or frame and front end is separated, be sure you have all the bolts out. Should be 22 of them. ....
