Gear Grinding 1200A - primary issue

Deere Bunker Rake gears are grinding badly, need to pre-load the shift to get in gear. I have the RPM set to spec, but the but the secondary is spinning at idle high enough to cause the grinding. Can I assume that the problem originates at the primary not releasing enough? I see that the engine is a FE250 which is a repower form the original FE350, so not sure if the clutches might be misaligned. I can't really tell visually. Wonder if there is a common issue that causes the clutches to grab at idle on Gator type machines.
