I was wondering if its possible for me to weld a new section
of this flange that broke when some stripped bolts let go and
two at top didn't which broke the flange at this spot.
I wonder if I cut this section out on a bevel for a piece
of steel to lay into the the bevel cut and weld the new section in good then grind and drill out two new holes where
the old ones were. Would a stick weld hold using the right
rod using my old Miller stick welder?
I hate buying a brake housing part if I don't have to.
The broken flange part is on the top of the housing flange
so not as much stress like would be on the bottom.
Im going to replace all bolts with new Time Sert thread
system.

Sure not a welding expert but think you will need someone who has good cast welding knowledge. As I looked at it wondered if you can not cut a plate to follow the radius of the housing to run bolts through to hold the housing on. Think that would be stronger. my 2 cents ....

Yes, you can weld cast iron with a stick welder, but.......
First and foremost, you need the right materials, Softweld 55% nickel or the equivalent rod.
Second, it's not for inexperienced welders and the rod is pretty spendy so it may not be cheap to practice either.
All in, IMHO you should have a welding or machine shop do the repair for you, especially given the precision required. After all you want a smooth flat face and accurate bolt holes when you're finished.
Best of luck. ....
