I am looking for a hydralic setup that I can use with a box scraper, that will let you angle the scraper. I use this on a John Deere 4400 tractor.

You might be able to get one from Bubco. They have them for their quick hitches. I got mine from Kubota as part their three point tilt and tip kit. But you could make one using an ordinary 8 inch cylinder. The ends of the cylinder will need to be lengthened and modified. It is not necessary to have a welder to make what you need. But a cutting torch, some one inch thick steel, and a drill press that can bore one inch holes would be required. This heavy bar stock gets pinned into the ends of the cylinder. It needs to be cut so that it locks around the ends of the cylinder. Then at the other end of each piece another one inch hole is bored so that you can mount the assembly between the tractor and the implement. I can definately confirm that the ability to tip and tilt a box blade makes it incredibly more useful.
