Are the threads good or so loose the bolts are wiggling about? Be sure there is clean smooth surface where between bolts and washer and FEL and between FEL and tractor.
If the threads are good: are you using the correct type of bolt and washer combo? Are they being tighten to proper torque, too low and they will loosen easier. Still would try the locktite with these steps. But if you are sure all those steps have been used and the bolts still want to loosen, you can install safety wire. Have link below on how to. Would suggest you use the proper bolt and drill the holes in the head of the bolt yourself. Be sure you install the wire so it does NOT pull the bolt loose. It needs to be install so the bolt can not back out unless it breaks the wire.

Safet wire does not have to be installed only between two or more bolts. You could weld on a link of chain if need be and us as anchor.

Many tractor brands have had the same issue, which can result in serious damage to the tractor.

My Cub Cadet had this issue and my dealer found a service memo which discussed adding a re-enforcement member. Very few dealers knew about the fix.

In my case the loader was built by Woods and the bracket was available also thru them. Haven't had a loose bolt since. ....

Here is one chart. Do you know how to tell the grade of the bolt? Look at the dashes on it and add 2 to that number to get the grade. A wild guess is you are using grade 5 there, but find out what they are suppose to be. If metric, don't remember how to tell.
Do like Yooperpete suggested also. ....
