You may need repeated applications of penetrating oil, depending on how long it has sat around getting rusty in there. The best penetrating oil I've found is a 50/50 mix of ATF and acetone, by the way. Far better than the stuff they sell in rattle cans.

After you've soaked the thing for a couple of days, you can try giving it some persuasion. Use a brass hammer to whack the end of the steering shaft a few times and that should loosen it. Don't use a steel hammer or you'll bugger up the threads and won't be able to get the nut back on. If a few whacks with the hammer don't do it, you can put a brass or bronze shaft in an impact chisel (muffler gun) and buzz it a bit with that. Ultimately it will come lose.

If you cant heat the wheel, cool the shaft instead.

If you go to any place that sells computer stuff they have aerosol cans that merely blow air for cleaning the dust out of computers. The best known of them is "Dust-off".

The trick is those cans aren't filled with air, but rather Difluoroethane (a refrigerant commonly known as R-152a).

If you turn the can upside down, give it a good shake and then squeeze the trigger you will get a jet of super cold liquid that will freeze stuff solid in seconds.

The only thing you have to be careful of is that anything that gets sprayed gets super-chilled, super fast. If you chill foam, rubber or plastic it will turn extremely brittle and break instead of the normal bending it does at normal temperatures.

Best of luck. ....

Might be just as easy to pull the whole steering shaft out of the column, wheel and all. Follow the column down to a support bracket. Remove the 4 bolts. That should enable you to remove the splined end at the steering controller.

The ATF I referred to is Automatic Transmission Fluid. Doesn't matter much what kind for this purpose. I think I usually buy Type A.

Greg, he said he already had the nut off, I thought.

I recently had to pull the steering wheel off my Jinma to remove the fuel tank. What worked for me was screwing the nut back on till it was about flush with the shaft. Then while standing on the side of the tractor and reaching under the wheel, I pushed up while giving a few gentle raps to the nut with a ball pien hammer.

The wheel popped up against the nut, which I then removed and the wheel came right off. ....

As has been mentioned by a few often tapping with vibrate it enough for it to break loose. Some wheels are made for wheel pullers to be used on them. There are two types, those made to bolt through into the wheel and those with jaws that reach under the wheel's hub. Often tightening them and then tapping with hammer will do the trick. ....
