I'm looking at getting a Giant-Vac 3pt hitch debris blower, it takes 18-25 PTO HP, my 4110 has 17 PTO HP, do you think it will run ok 1 HP short?

I read those recommendations as general guidelines (not limits)and I wouldn't let that one HP stop the project. It all varies anyway depending on your altitude and air temperature.
My 4115 engine is rated at 24 HP..... at sea level on a cool day.
I am a mile high and on a hot day that rating is more like 18 HP........ with a comparable loss at the PTO.
