I'm the rookie's rookie re: tractors. Buying a small 20 acre farm to produce some beef cattle, chickens, veggies, worms. ;-)
Being offered a '98 TC-30 New Holland 2800 hours with a few implements ... snow plow, 2 bottom plow, brush hog, belly mower, bucket, wagon, disc ... Runs well and seems to be in good shape. Farm tires.
1. Does this sound to be a good value purchase, in and of itself?
2. I know it's not the perfect tractor, but will it work for me?
3. Any other questions you can answer that I might even be too dumb to ask? :-(

My first comment is that there's 2,800 hours on a 30hp compact?
If it got good consistent maintenance it could still be in good shape, but the snow plow, 2 bottom plow and such points to some pretty heavy work.
IMHO the biggest factor will be price. If you can get it for the right money you'll be able to do some work on it and still be on the right side of things. It's been my experience though that sellers look at what other (extremely low hour garage queens) units go for and price it accordingly which is very high for a well-used unit.
Also you mention beef cattle, you should be aware that a 30 hp tractor won't move much of a load, so feeding round bales will be an issue.
