2460 Injector Pump Question

1994 LONG 2460. I have a fuel leak coming from the Manual Retard Pin located on the bottom-inside portion of Pump. The pin is a lever that somehow helps in cold starting by retarding the timing whenever you push in the Fuel Shutoff while starting. Anyway I can reach this part by removing the starter. I also have found a replacement part on importtractorparts.net so I can replace it.

HERE IS MY QUESTION: Is this procedure safe? Does it have anything to do with the governor? I would hate to replace this device and have my engine run wild and explode. OR should I remove the pump and have a professional repair it?

If anyone has had this problem I would appreciate your input.

I've played with some of the simple stuff on some pumps, basically just turning pumps up and replacing or changing the RPM bands. I haven't been into total dismantling them or normal repairs.
When it gets into that type stuff we always sent them out as the places are used to seeing pumps as well as knowing what they need to perform right. ....
