looking at buying a used agracat 254 4x4 will start but freeze plugs had been blown during winter put back in but leaks around the water pump area is there a freeze plug behind the water pump also that might blown do not see inwater in the oil either

I've never had a Y385 water pump off. But from what I remember of the parts diagram, there's no freeze plug behind it. I personally would be afraid of a cracked block. But if you're convinced its a worthwhile investment, keep in mind that AgriCat went out of business about 8 years ago. So that machine can't be any newer than a 2003 model, and probably cost in the neighborhood of $6000 new.

But in the tractor world, condition is everything. Assuming it's fully functional tractor with reasonable hours (no loader/implements/trailer), I think somewhere around $3000 would be a place to start.
