Kioti LK3054 tractor PTO not engaging problem

We have a Kioti LK3054 Tractor and have been tilling our garden.

The tiller worked fine for quite a while and then when my husband stopped the tiller to reposition the tractor, the
PTO began to grind and slip and eventually the PTO gear shift would not engage at all.

The gear shift lever now moves freely and will not engage.

Does anyone know what the problem might be?

It makes me think you have something in the linkage that may be loose such a pin dropped out of place. Look to see if when you work the lever any linkage it connects to is moving. ....

We checked all the linkage that was visable and all the pins are intact.
We are concerned it may be something worse. ....
