Rex are the wheels set at the widest setting? Valve stems facing the inside? If not change tire and wheels side to side that will give you 6-8 more inches of width. ....

Filling the tires will lower the center of gravity and give you better stability on hills. Loading the tires reduces the flexibility of the tires a bit which may reduce traction. Weights like Mark's EZ-Weight system will probably help more traction-wise than loaded tires. ....
