D1650FD hydraulic issue

My 3 point hitch will not lift all the way up. Not quite halfway. I read other blog to check change fluid and change fluid filter. I changed fluid and problem still there. I can not find filter. Can anyone help with these issues?

Don't know your tractor so some basics here:

Did changing the fluid make any differnce?
How did the fluid look?
Did you happen to test with fingers to see if you found any foreign material in the oil?

If you don't see an external filter then it probably has a screen type you wash and reuse. Look for a large plug with bolt type head on it. It likely will drain the fluid when you remove it or a good bit of it. I would guess it to be from 1 1/2 to 2 1/2 inches in diameter. ....

Opposite where the suction line attaches to the rearend housing is square 4 bolt plate. Remove it to access the pickup screen. ....
