Looking at buying this tractor, owners says it's 18 hp, one site I looked at says 12 at PTO. Owner claims enough hp for brush mower which he uses and fine for a tiller etc. What do you think and know about this model.

No idea as to the hp but it makes sense an 18 hp tractor would have only 12 at the PTO. It would need 6 hp to drive it. It sounds like the current owner has those implements, ask him to let you see it working. But even if 18 hp at pto, it will need small implements. Doubt you could find a rough cut mower that would be small enough.
You need to see it working in the same conditions you will have for you don't have any extra hp there. That means soil type for tiller along with depth of till and type of grass and thickness for mower. Also ground speed. kt

I would agree with Kenneth, if the engine was 18hp gross, the PTO would likely be around 12 hp.
As for the owners claim it has enough hp for a brush cutter, I'd be rather skeptical. The rule of thumb is that a brush cutter needs about 5hp per foot of cutter, so a 4' wide cutter would need 20hp at the PTO. Now if you were cutting a lawn it might be a different story, but 12hp sure doesn't sound like it would cut very much of anything!!
Your profile is a little lacking in detail so it's hard to tell not knowing anything about your circumstances or what (or even how much) you want it to do.
