I know very little about orential tractors, but just wondering what drives the belt on the tractor end. Is there a somewhat conventional PTO shaft coming out of the tractor to a right angle gearbox driving the belt? Perhaps the belt drive system is part of an attachment that you don't have the rest of??
Let us know what you come up with, "Interesting".

Well, I see rice tires, a hitch ball, and what appears to be a chain driven implement mounting device. Putting that all together, I think you have part of a modified planting rig there. A cultivator/tiller device would go on the empty side shafts, probably affixed to that rear-facing tab. One or more people (and the plants) would ride on a ball-coupled trailer. Or maybe the hitch is removed to accommodate an "unmanned" tiller/cultivator/planter.
