According to a what I read in a recent thread, the 16 in 1610 stands for the engine HP. You are probably getting about 13 at the PTO.
The last wood chipper I used had a 10 horse engine. I'm guessing you would have the necessary power, just make sure your PTO shaft turns at the proper direction and speed.
A few grey market tractors turn the PTO in the wrong direction for North American implements ....

The only Japanese tractors that had backwards pto's were Satoh/Mitsubishi with 2 small 2 cylindrs engine, Suzue with small 2 & 3 cylinders, & a couple models of small Kubotas. Opponents of Japanese model tractors like to make people think that the backwards pto are real common. ....

I was told the way to figure horse power was to multiply the model number, first 2 by 1.25. If you take a 1610 yanmar, take the 16x1.25= 20hp. Seems to be pretty accurate and came from a guy that makes his living selling tractors. Works for me. ....

Chippers are heavy; if your hitch can lift and carry the DR one, your PTO will spin it no problem. If no FEL, consider front weights. (When chipper's attached, drive slowly.)
BUT -- how do I put this? Toss in some twigs and enjoy seeing the chips fly out. Now take a hardwood branch the diameter of the intake, spend an hour limbing it, and shove it in. Now watch the chipper smoke, the engine stall, and your wife cry.
Tiny brush pile? Send it to the dump and buy whatever mulch you want. When I have a small pile I use my 6" PTO chipper -- carefully. When medium I rent a 12" with a 120hp diesel. When large I hire a 24" with 400 hp and a pick-up claw. ....
