the wheel base at the rear is only 48" wide. is it recommended to rotate the wheels and mount them with the valuve stems inward to had a few more inches to the rear wheel base in order to add just a bit more of stability???

So long as the rims are meant to reverse, meaning that the lug bolts will seat correctly in the rim holes etc. If there are no clearance issues with the valve stem any amount of added wheel track width will add to the stability.
I'm not familiar with your tractor but if you have or intend to have a front end loader the more stability you can add the better.
