what do you guys think, will a D1600 handle a 5ft tiller ok?

Don't know, but these generalities about the two trouble-spots might help.

One limiting factor is traction. Your 4WD won't help much unless you have a loader or weights up front. Lug tires would help. But you can overcome traction problems by not lowering the tiller too much at each pass. If the tiller happens to be reverse-rotation, that requires even better traction.

The other is weight. A five-footer should be OK but tillers are heavy and can't be mounted too close to the tractor, so the hitch might have problems lifting it. If so, you can use arms or a jack to help it lift for transportation. Drive slow with it.

Your PTO should be plenty strong enough but if not you can likely remove the outer tines. ....

That is probably about the size of tiller that came on a D1600. Traction will not be a problem. If the ground is hard the tiller will push the tractor on the first pass. ....
