Pro Gator acceleration goes up and down while driving

I have a pro gator and both while driving and with PTO engaged, the acceleration increases and decreases. As an example, while driving, with accelerator at a fixed spot, the rpm's will go from 2000 to 1500 then back to 2000 all within a matter of seconds. This continues constantly.
