 How can you tell the amount of hours

If the hour meter only has 3 digits, how do know if the machine has 500 hours or 5500 hours? Sorry for the novice question.

That's a problem with some older tractors. I guess this is an older tractor with apparently low hours. Three digit proof meters don't provide very good proof, and there's no good way to tell if they've turned over. I guess the main intended use of a proof meter is keeping track of routine maintenance and a 3-digit meter does that OK.

If I wanted to guess if the meter turned over, I'd probably ask a former owner or the dealer where the tractor was maintained. The manufacturer may have some records if updates or recalls were ever issued for the tractor. I'd also look for some usage indications. How's the seat look and paint on the pedals? Of course, I have a 600-hour mid-80's tractor. The seat is falling apart and the pedals are shiny. A pretty good indication that the meter turned over is if the tires are different that a standard factory set. Anyway, those are some ideas.

 How can you tell the amount of hours

if this was a recent import they were normally replaced around 1500 hours. If it has been here a while?

Hours on a tractor are not that important. How has it been treated? Was it kept under cover or left in the rain or were filters replaced regularly?
Has it been recently repainted and tyres replaced? - A good way of covering up past negligence. Original paint and original tyres in good condition is the way to go. Check engine exhaust smoke - should be clean. Any blow by in the crankcase? Check all hydraulics and PTO. Check clutch for wear. What was this unit used for? Has the gear box or front axles been dismantled? Tractors last a long time with proper care and attention.
