Most tractors have a knob that controls the 3ph rate of drop. If this is turned all the way in one direction the 3ph may appear to stop working. Often this knob is near the floorboard below the seat. Have you checked this?

Ken is right as there is a knob below the seat that closes of the three point hitch on most all compacts that shuts the hydraulic flow to the three pont hitch.

Thanks for your help.

Tried the speed adjustment knob, no go. The loader hydraulics work fine. Could it be the strainer or filter?

When one part of the system works fine then it might be isolated to the three point hitch system. What you might want to start checking is the control valve for the hitch and it's linkages.

Run the tractor at about 1200rpm. Engage the 3-point control lever. You should hear the engine load slightly when the lever is engaged. If the engine loads but 3-pt doesn't move, check the control valve under the seat for some flow restriction. If you don't hear any load on the engine, check the linkage and 3-point flow valve to make sure the valve is operating properly. It could be as simple as a linkage pin.
