JD 650 Hydraulics question

I recently had to drain all of the hydraulic oil out of the tractor (had to replace spindle going to the brake drum). After cleaning the hydraulic oil filter and putting the right amount of hydraulic fluid, neither my three point hitch nor front loader will work. Any ideas of what I am most likely at as the issue?

My guess is the hydraulic pump is worn and won't pick up it's prime. Usually the easiest thing to do is to overfill the transmission by a few gallons until the pump starts working or sometimes just jacking the rear of the tractor up several inches will be enough to divert the oil far enough forward to allow the pump to start working. ....
