 HINOMOTO WHAT????

Sounds like this tractor has hydrostatic steering. In such a system, there is usually no mechanical linkage between the steering wheel and the steering mechanism. I am not an expert on hydraulics so that's all I'll say on that matter.

It sounds like the hydraulic pressure relief (or bypass) valve on the power (hydrostatic) steering has either failed or is just stuck open by some debris in the system, a pressure gauge in the system would quickly tell you, it should be running (or at least a North American system normally does) at about 2000 psi. This is a common problem with any hydrostatic system, hydro. drive tractors that slow down dramatically at running temp. is usually the same fault. If this is the case it is an easy fix, and can even be done with industry standard aftermarket parts, leaving all the factory parts in place and just adding on to the existing system, any good, reputable hydraulic shop can do it if you're not ready to tackle it yourself. Usually you will find them in the yellow pages under "Fluid power" or "Hydraulic". Best of luck.

 HINOMOTO WHAT????

i don't think it has powersteering. It sounds like the bearings & ball nut assembly are shot. Could be an E25. If you could find the engine model , I could probably tell you what model it is. i can supply parts books & parts for many models of Hinomotos. sheaftractor@coiinc.com
