How did he set that up? it appears to be a 3pt unit driven from the mid pto

It does indeed look like it's driven from the mid-pto.

Unfortunately, it also sounds like he's running a mower intended to be driven at 540rpm at 1,000rpm instead.

We used to have several machines set up with a 'standard' 3pth finish mower mounted on the front and driven with a hanging gear box and drive shaft off the rear pto. The cost of doing this was a lot lower than anything comparable, that is, a 72" or 84" diesel front deck mower.

As time has passed the price of the commercial front deck mowers has dropped considerably.
