Belarus 250A Tractor Will Not Start

Just inherited my grandfather's Belarus 250A. I know that he hasn't started it in years. Put a fresh battery on it, replaced some wires and finally got the starter spinning. The problem is that it won't start when I push in the decompression lever. It seems almost like a vapor lock. Can someone please help me?

Have you bleed the fuel system? You can unscrew the cap on the hand plunger and pump it until you feel resistance. That should prime the system. When starting the tractor, move the hand throttle until you see the foot peddle go down a little. If you do not do this then the fuel may be cut off, remember this is how the engine is stopped.
