Clutch adjustment

I have a 08 L3400 and was curious as to adjust the clutch. I was on a side hill the other day and had clutch pedal pushed in all the way and was not able to shift from R to F. This happened a couple of times and did not matter if I was F to R or R to F.

Suggestions? I have 233 hrs on tractor.
