To follow up on this, I ended up finding a similar rebuilt Zenith carburetor from carbsonly dot com online for $275 with core exchange. Carlos there was very helpful in finding a match that had an electric throttle controller. He removed the electric throttle and shipped it to me and I was to swap the throttle shaft over from the old carb. Unfortunately, the old throttle shaft was so badly worn it could not be used so Carlos searched and found a new shaft and sent it to me gratis. A very helpful guy and highly recommended. Now the chipper runs better than it ever has. It has a design flaw where any rainwater is funneled through the engine cover right onto the carb, which explains why the old one was so badly corroded. I'll have to do a mod to fix that.
The Weber carb was a match from the standpoint of mounting and air horn but the linkage was on the wrong side and it would have taken a lot of fabrication to get it connected to the mechanical governor so that will have to get sold on eBay.
