Warn oil rings ,too light of oil, or diluted oil. If it starts fine & does not have a power loss, it would be all right to wait to replace rings. ....

If its a fairly high hour tractor the situation likely is as Leonard says. Although it could burn a quart in a day of hard work, engine work is expensive. Oil burners can go on that way for years and it's not much of a problem unless it suffers from lack of power or hard starting. Generally running an oil burner is just a matter of topping up the oil. However, a serious oil burner is at increased risk of problems like broken rings that can score cylinder walls and excessive crank bearing clearances that can flatten journals, which add to eventual repair costs.

If the tractor has fairly low hours you might investigate a bit. You probably would have noticed oil on the ground in the parking area. You might note if the oil consumption increases when the tractor is worked hard. If it doesn't then there may be a problem other than worn rings and you might check for things like an obstructed crankcase breather or excessive oil delivery to the valve train.

Here are a few things to check...have you changed the oil
lately? Does the engine run up to temp (180-190F).Is your
hydralic fluid over full and black? Does the engine have
lots of blow by? Do you ever see blue smoke from the
exhaust(at start up or under a load)? ....

For black smoke, I'd change the air filter and look for intake manifold obstructions, blow dirt out of the rad and also watch the temp gauge. Black smoke often is too hot an engine or too litle air (which actually are two sides of the same coin). I guess too much fuel could be added to the list but that's a less common problem. ....

I hate to point to the obvious but is the oil CH rated? An auto oil or S rate oil will burn about that rate.
Does if it starts blue and clears that would indicate valve guides. Running blue all the time is rings.
Is it hard starting?

That is a good question to ask. I forget exactly where or how I came to know that diesels take different fluids of all types. When I first got my tractor, I remembered the winter starting horror stories from way back and bought a can of starter fluid. Fortunately I read (probably here) that's a definite NO for engines with glow plugs before I used it. No question is too basic or trivial to ask.

Everybody has something to learn and maybe the question has something for me too. I always thought of diesel rated oils as having additives to contend with the extra soot and acids diesel engines make. I assumed the viscosity would be similar to gas engine oils of the same grade. It never occurred to me that a diesel might turn into an oil burner if gas engine oil is used.
