Don't know your tractor but is there a filter under that top cover or oil intake that is clogging?
I would suggest begin with low cost items: change hyd filter and be certain the lift lever is NOT slipping any where due to missing pin or rust. ....

Checked filter clean so is fluid that came out.
The lever is not slipping I can see it rotate.

Does the tractor have any other hyd on it? If so when the lift stops do they work?
Then maybe it is like the pump in our goldfish pond outside. Clean the filter and turn it back on and the pump runs but often will not suction water. Un plug it for just a few seconds and plug back in and it works.
When this happens how are your rpms? Low, high? Have you tried varying them and see if it makes any difference? ....
