I am looking for an owners/operators manual for a Mitubishi D 1650 Tractor . I don't know the amount or type of fluids. Just regular maintenance.

The Mitsubishi D1650 tractor is a "grey market" tractor. It was never approved for export to the U.S. Therefore, you'll likely have a very hard time finding parts, service, or even manuals for this tractor.

Fortunately, you're not the only person in the U.S. who has a D1650. There are many others who own them. Your best source of information will be from the owners who visit the various tractor discussion boards.

There are a number of discussion boards on the net dedicated to grey market machines. We do a fair job of things here, but there are many other discussion boards available to you.

Do a Google search for TractorByNet. Register to use the discussion boards hosted there. Also register to use SSB Tractor's discussion boards. You can register at both places free of charge.

I doubt that you'll find a manual for your tractor, but you will eventually have a good understanding of the tractor.

You can likely find the equivalent model that was imported to the US under a different brand name.

If that is the case most manufacturers give out the manuals free in order to cover themselves from liability issues if a subsequent owner was hurt because they did not knowing the proper operating procedures.
